The International Energy Agency says that in order to meet the Paris climate targets the construction sector needs to improve by 30% globally by 2030. The way to meet the commitments made is to construct buildings under Passivhaus or ECCN (almost zero energy consumption buildings) energy efficiency standards.
Currently the buildings are responsible for 30% of energy consumption. and 28% of CO2 emissions globally. In Spain, a large part of the building stock has energy ratings of D or worse.
Therefore, the European Union has promoted a new regulation that will require that buildings to be built in the near future meet an energy efficiency standard. Thus, from 1 January 2019, all public buildings will have to comply with Passivhaus-ECCN standards and, in the case of private buildings, the regulation will come into force on 1 January 2021. By ECCN we mean buildings with a very high level of energy efficiency and whose near-zero amount of energy should be covered by energy from renewable sources.
