The European Commission has foreseen the construction sector as one of the priority sectors in the new action plan and, in the same vein, it is defined as a priority sector in this Strategy.
The Spain Circular 2020 text refers to Directive 2018/851/EU revising the Waste Framework Directive 2008/98/EC on the advancement of the recovery of construction and demolition waste. Based on this, the criterion of selective demolition will be incorporated in the future waste law. Before 2025 and depending on the evolution of construction and demolition waste management, the European Commission will assess the relevance of setting a specific target for the preparation for re-use and recycling of construction and demolition waste and its specific material fractions.
In addition to the efficiency problems associated with the traditional construction model, the sector has to face the challenges arising from the agglomeration and urban development model and the problems of energy efficiency and underuse of the existing building stock. To this end, the text recalls the need for comprehensive rehabilitation of the building stock, the assessment of environmental impacts through the analysis of the entire life cycle, and urges to promote and implement the use of BIM methodology in the analysis of the life cycle of buildings to calculate their sustainability, including their rehabilitation, and thus contributing to the improvement of climate change and the sustainability of buildings.
