The paper considers that in order to achieve a decarbonised and highly efficient building stock, and to ensure that long-term renovation strategies deliver the progress needed to transform existing buildings into NCREs, Member States should provide clear guidance and define specific and measurable actions, as well as promote equal access to finance.
It is also considered important to ensure that measures to improve the energy performance of buildings do not only focus on the building envelope, but include all relevant elements and technical systems of a building, such as passive elements that have an impact on reducing energy needs for heating or cooling, and energy use for lighting and ventilation.
