Fomento publishes the draft Royal Decree with the amendments to the Technical Building Code.

The Ministry of Development published last Friday the draft Royal Decree amending Royal Decree 314/2006 of 17 March 2006, which approved the Technical Building Code.

This amendment aims to adapt the Technical Building Code to the provisions of Directive 2010/31/EU on the energy performance of buildings, which establishes the obligation to review and update the minimum energy performance requirements periodically, at intervals of no more than five years, in order to adapt them to technical developments in the construction sector.

Similarly, the Basic Document HE Energy Saving which sets out the rules and procedures for meeting the basic requirement for energy savings in the following areas: limitation of energy consumption, conditions for controlling energy demand, conditions for thermal installations, conditions, etc.

This revision introduces changes in the structure of the basic requirements to adapt them to European regulations, revises the minimum energy performance values that buildings must meet and updates the definition of a nearly zero energy building.

Other modifications

It also introduces measures for the protection of persons from exposure to radon gas emissions inside buildings, in accordance with the obligations imposed by Directive 2013/59/EURATOM.

Finally, some modifications are made to the Basic Fire Safety Document in order to adequately limit the risk of fire propagation on the outside of buildings, which could result from increased regulatory requirements on energy efficiency and their influence on the external envelopes of buildings.
