The new State Housing Plan 2018-2021 launched by the Government sets out the need to implement energy efficiency in all buildings. It is a project to be carried out with the help of the European Investment Bank (EIB) through the Instituto de Crédito Oficial (ICO) for an amount of 150 million euros with the aim of supporting energy efficiency, accessibility and urban regeneration programmes.
The aim is to act both on electricity, gas, steam and air conditioning supplies and on urban development through construction.
The project also provides for rehabilitation aid for residential buildings, including single-family dwellings and individual houses within a building. The aid will be granted to buildings older than 1996. It will help to finance small and medium-sized projects carried out by residents' associations, individuals, small and medium-sized enterprises and local authorities within the framework of the State Housing Plan 2018-2021.
This assistance is part of the joint initiative of the European Investment Bank and the European Commission, which in July 2015 launched the Investment Plan for Europe, the so-called Juncker plan, which has mobilised €335 billion in new investments across the European Union.
